Registration: Allow me to choose the default format for Mail Filename and ID Filename

When registering a user, I would love to set a default format for the mail filename and user ID.  Policies get me so far, but still I have to change "jsmith.nsf" or "jsmith.id" to "joesmith.nsf" and "joesmith.id".
Why do we still have 8.3 filenames on anything anyhow?  I thought we implemented LONG filenames in 1995.  After 13 years, can we adopt a new standard?  Even Robert Czhikovski's mail file defaults to 'rczhikov.nsf' (old 8.3 standard, instead of long filename).
