As a developer, i would love to set up the properties for the action bar across all the forms and views in a database.

A good ides, but why limit it to the action bar? Setting properties across an application is also suitable for (sub)forms, views/folders, frame(set)s and outlines.

Ytria has a some tools to do this, and they work great.
IBM should buy them and offer it as part of their development tools.

While there are third party tools (some free, like Viewnify, some commercial), I find it's a shame, we need them.

Oh I hate crawling through every view and form changing sizes, colours, etc. of the action bar...very unfriendly.

There is no reason why IBM should not be allowing developers the ability to set the properties of the action bar as stated by Rob Goudvis
