Really simple - create a sidebar panel for To Do's - no idea why this has been missed so far!
It's VERY clunky to do this yourself via create from context (all To Do is java views, and it's not viable for a regular user to do this).

Currently, delegation of Calendar entries, To Do and Contacts within mail file are couple together. We have users requested to have option to allow this to be separated so that users have option to allow anyone to only access their calendar entries to view availability but not Tod Do or contacts ...
