Similar to Correct Indentation (CTRL-I), I'd like to see a "Correct Whitespace" function which removes unnecessary carriage returns within functions, between functions etc. The number of allowed carriage returns between functions, after comment blocks, before comment blocks etc should be configurable.

I use 2 blank lines between functions, otherwise everything merges and can not work normally.
